Symptoms

When attempting to load layouts under Reports > Report List > Layouts Tab,
the following error occurs.

ERROR

"Unable to load layouts for this report. You may not have permissions or an account in BI Publisher to access layouts. Otherwise, BI Publisher may be down. To resolve this issue, contact your administrator."

or

"Unable to add new report layout to BI Publisher. To resolve this issue, contact your administrator. An unknown error has occurred. PRM-000000000"

STEPS

The issue can be reproduced at will with the following steps:

1. Go to Reports > Report List > Layouts Tab
2. Notice error
