Cannot Print Commercial Invoice, Etc. Without Destination Facility (Doc ID 2489712.1)

For our current client, they only use Ship to Companies and not Ship To Facilities. In the OB Loads UI screen, we are able to generate/print the Bill of Lading, but if trying to print the commercial invoice or Export shipment packing list, the system generates an error saying that there is an invalid destination facility.

I have also noticed that in the Company Report Type UI screen, the report sub types are not available to all reports, for example the commercial invoice does not have a report sub type of WEBREPORTS. This also needs fixing, every report should be able to pull from either label designer or webreports.

Is there some workaround for this?
