Withholding tax is not showing Payment proposal report

We have invoice with withholding tax. But, when we submit the payment process requests, the reports Payables Selected Installments Report and Payment proposal report are not showing withholding tax even there is tax in invoices.
 

STEPS

The issue can be reproduced at will with the following steps:
1. Create an invoice with AWT on it.
2. Submit PPR for it
3. Review the installments both on UI and report, both shows Withheld Amount as zero.
