Unable To Delete Unposted Journal Batch -"Delete" Option is Greyed Out, Validation Check for Deleting a Batch (Doc ID 2491977.1)

On : 11.13.18.05.0 version, Create and Manage Journals

ACTUAL BEHAVIOR
---------------
Customer is unable to delete an unposted journal entry. Originally it has been rejected and the "Delete" option from the Batch Actions drop-down was greyed out. They got it back in a "Requires Approval" state and attempted to delete it, but the "Delete" option is still greyed out. It is greyed out for the person who entered the journal and the person who rejected the journal. They need to get this deleted so that they can close their period.
