Attachments to Journal Entry uploads

Currently, our accountants upload journal entries and then have to go through managed journals to find their entry and then attach supporting documentation so that the reviewer/approver can properly determine if the entry is correct and necessary. Why can't the accountant attach the support at the same time they upload the entry?
