Unable To Redline Item Description Using the Product Design Change Order Service (Doc ID 2496478.1)

Symptoms

On Fusion Product Development : 11.13.18.10.0
When attempting to redline an item attribute using the createorupdatechangeorder web service, the following issue occurs.

-- Issue
The user is able to successfully add an item to the respective change order as a Affected Item, but item attributes are not being redlined

-- Expected Behavior
The customer expects that the web to add the affected item to the change order as well as creating redlines for updated attributes.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Product Development
2. Create an ECO
3. Connect to the Product Design Change Order Service WSDL
4. Provide a payload for the createOrUpdateChangeObject operation, adding an item as an affected object on the ECO that was created
5. Submit Payload
6. Payload is successful in adding the item as an affected item on the change order, however no redlines are created for item attributes
