Unable To Receive Item With Dual Unit Of Measure

Symptoms
Unable to receive item when received in primary unit of measure while the PO was created with secondary unit of measure.
In this case the primary unit of measure is Kilo and secondary unit of measure is each in the item configuration.
Following error is thrown after modifying the UOM in Receive Expected Shipments UI.
ERROR
-----------------------
The difference in primary and secondary quantities is exceeding the deviation limit for the item. Adjust the quantities not to exceed the deviation limit. (INV-2416220)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inventory Management > Task List > Receive > Receive Expected Shipments
2. Search for the PO
3. Change the UOM to Primary UOM, see the error above and the receipt cannot be saved.
