Three Audit: Validation Message Audit Failed Child count is incorrect (Doc ID 2498104.1)

Symptoms

On :  11.13.18.10.0 version, Set Up FCR-Define Ledgers

When attempting to run Audit on a hierarchy after  add a new child value , following error occurs.

ERROR
-----------------------
Audit Failed: Tree version GL_ACCT_FLEX, Account ABC,5F4DD0CDD0856751E05312AE3B0A5A72 fails available node validations.
Description Description: Available Node Validator
Detail Message Action: Use Correct Tree Data in audit action menu to synchronize child count.
Audit failed while validating following tree nodes:
Tree Node : 742E1DF28E9F8E4CE05312AE3B0A237F :Child count is incorrect : Actual Child Count: 16 Populated Child Count: 15

The audit progress shows the error:
Finished validator Name: Available Node ValidatorFailure : JBO-FTM-V-0037: Audit Failed; Tree version GL_ACCT_FLEX,Account ABC,5F4DD0CDD0856751E05312AE3B0A5A72 fails available node validator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Edit the hierarchy, goes info Draft mode
2. Add a new children and save
3. Run the Audit

The issue has the following business impact:
Due to this issue, users cannot make the hierarchy active for publishing to the cubes
