Ability to Add Same Item in Item Structure, One with Fixed and Another with Variable Basis Type (Doc ID 2499192.1)

How can the below requirement to add same item in Item Structure, one with Fixed and another with Variable basis type be achieved?

Parent item Code Item Code UOM Quantity Basis
Item_ABC Item_001 KG 0.0029 Variable
Item_ABC Item_001 KG 1 Fixed
Item_ABC Item_002 PC 0.0022 Variable

System does not allow to add item twice in item structure. In EBS, there is a capability to add same item at two separate item operation sequence codes. Fusion is not giving the same options.
