TCC : Expected Behavior for Candidate Move Import's "Conditional" Parameter (Doc ID 2500557.1)

Purpose

In the Taleo Connect Client Services section of the Recruiting Data Dictionary there are twelve parameters listed for the TCC Candidate import service's Move operation.  For the parameter conditional the data dictionary says:  

Parameter: Conditional -  "Indicate if the move is conditional. Can be null and will default to false"
