OAC-C: Import Captions Fails With The Error: The item already exists in the catalog (Doc ID 2500863.1)

Symptoms

The names of reporting objects that users create (known as captions) in the catalog are being localized as per: Localize Catalog Captions

The localized XML file will import successfully the first time; however, subsequent imports will fail with the error:  "The item already exists in the catalog". For example ...

1. Go to Classic Home > Administration > Export Captions
    Browse to the required folder (For example: /Shared Folders/Student Analytics/Analytic Library/Overview)
    Click OK and save the generated _captions.xml file

2. Copy / rename the generated _captions.xml file (For example: captions_fr.xml)
    Edit the file to include the necessary localizations

3. Go to Classic Home > Administration > Import Captions
    Browse and select the localized xml file (captions_fr.xml)
    Specify the Language (For example: francais)
    >> See a message that the file imported successfully.

4. Say some time passes and there are additional localizations for new objects, or there was an error in the uploaded file and so a new file needs to be imported

5. Go to Classic Home > Administration > Manage Captions
   Select the Language (For example: francais)
   See the current file (captions_fr.xml) is listed
   Delete the file
   >> Answer Yes to the Confirm Delete message

6. Go to Classic Home > Administration > Import Captions
    Browse and select the new localized xml file (For example, new_captions_fr.xml)
    Specify the Language (For example: francais)
    >> See the Error is thrown

7. Go to Classic Home > Administration > Manage Captions
   Select the Language (For example: francais)
   >> See the message: No captions file found
