How to achieve the below points?

1) How to stop the approval for a contract , which is initiated by another member for approval.
2) How to re-assign the contract to yourself or to other members without changing the current status of the contract. As of now , if the initiator assigned the contract to other members , the status is changed to ‘Draft’ immediately.
