When attempting to apply the budget to compensation plan, the following error occurs.

ERROR

The budget is not currently editable. Try to apply the model later. (CMP-1005570)

Customer is using Country to group the budgets.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Global Models page
2. Define Model
Plan: Global Merit Plan
Name: Global Plan
Component: Merit
Allocation method: Allocate n percent of Eligible Salary
Criteria: Country
Model Access: Global Private
3. Select Workers
4. Enter percent of Eligible Salary for each country
5. Select Purpose : Determine Budget Amount
6. Preview Results
7. Final Step and error message
The budget is not currently editable. Try to apply the model later. (CMP-1005570)
