P6 Professional Clickonce Installation Fails

When attempting to install P6 Professional via Clickonce, the installation fails with error:
+ An exception occurred during hash validation.
+ Could not find file 'C:\Users\<USER>\AppData\Local\Temp\Deployment\QNZVVR0D.APY\GLCMY9GJ.G9D\P6Files\ssleay32.dll'
P6 Client-side Cache Error. Unable to communicate with cloud server, Retrying #X of 12 retries.
This message is seen when the PM.exe application is unable to reach the Cloud Connect server, due to:
Disconnection from the Cloud Connect server, during the 12 retries to send requests to the Cloud Connect Server
