Attempting to sync roles/groups and assignments from Fusion Applications to IDCS, getting error 'role does not exist in SIM' (Doc ID 2510568.1)

Symptoms

Customer was attempting to sync data from Fusion Applications to IDCS.  Due to various errors or issues, they attempted to use both the ESS Sync job and the IDCS Sync interchangeably.  Their history was similar to this:

  1. Initial populating of a few users (15 or so) with groups and group assignments using IDCS import feature
  2. Ran ESS and IDCS sync several times, no success, changed several FA profiles and IDCS settings (auth sync?)
  3. Ran ESS and successfully imported 1500 users, no group assignments
  4. Ran IDCS sync, no change
  5. Ran ESS sync repeatedly, with different batch sizes, constantly getting errors like this:
