Symptoms
When attempting to use HDL (HCM Data Loader) to load Pension Auto-Enrolment (PAE) card component;
the following error occurs:

The issue can be reproduced with the following steps:
1. Using HDL to load Pension Auto-Enrolment (PAE) card component.
2. Stuck error occurs.
Details:
error directs to the value for _QUALIFYING_SCHEME_ID, which is indeed NNNNNNNNNNNNN
