Blockchain samples cannot be accessed by a new create user (cloud.admin).
1. Logged in as the new user.
2. Attempted to open the <SampleAplicationName> blockchain console.
3. But message "unable to log in because the user name you entered isn't associated with the BCS ADMINISTRATOR or BCS USER application role. Ask your OBP administrator to assign the user name the proper application role and try again." was received.
