Symptoms

On a Blockchain service, new peer fails to join the the network on a new channel.  Created a new channel with the founder but the participants peers cannot connect to it and displays the following error:

The issue can be reproduced at will with the following steps:
1.Add a new channel with founder
2. Peers fails to communicate
