HDL Loaded GoalPlanAssignment Not Showing In Goal Plan Population Tab (Doc ID 2517146.1)

Goal Plan is loaded successfully it is not showing on UI

Noted that worker does not display in the Population tab of the Goal Plan. Manually added workers do.

HDL loaded a worker with GoalPlanAssignment. This should tie them to a Goal Plan. They do *not* appear in the worker population tab of the goal plan.
They *do* appear in the Assignee Details. It seems this worker is also able to have goals in this goal plan. Would like to understand why this is
happening as expected the worker to show up in the population tab - to be managed with manually added workers. Also want to make sure there is no
negative impact to the goal plan by loading workers this way.
