Fusion Compensation: WFC: Currency Conversion Not Working For Some Employees With Different Local Currency (Doc ID 2518619.1)

Symptoms

For two employees, the currency conversion is not working correctly. 

Examples,
For the first employee, switch from Local Currency neither the Current Salary or Increase Amount are changing to USD.

Both field remain in Local Currency.
For the second employee, switch from Local Currency the Increase Amount is NOT changing to USD. The Current Salary is changing to USD.
