Fusion US HR and Payroll: "Load US Geography Data to Interface Table" Job in Load Geographies for US Process Ends with Warning

Goal
As part of the January Vertex Maintenance patch, an action was identified for HR Customers to Uptake Address Changes with the instructions:
Go to Setup and Maintenance and select "load tasks" --> Run processes leaving default parameters and File Location blank.
For US address updates run "Load Geographies for US" task, and for Canada address updates run "Load Geographies for Canada" task.
During the US Address update job, the "Load US Geography Data to Interface Table" ended with a Warning. Looking at the log, there are a number of interfaces that "Rows not loaded because all WHEN clauses were failed" contained significant numbers.
Please confirm the impact to the Warning in our environment which doesn't leverage Payroll, yet address validation is important.
