Payroll Batch Loader Not Applying Security Profile (Doc ID 2519794.1)

Goal

We have a requirement for some users in India to be able to upload element entries via a spreadsheet.
So are thinking that perhaps Payroll Batch loader could be used for this.
As a test those HR users have a Security profile on their Payroll Administration data role that limits to the India LDG only.

However in Payroll Batch loader they can still access all Legislative Data Groups. Which is a violation of their security profile, and hence they could then upload element entries to employees in other countries.

I cannot find any information or documentation that suggests if Security Profiles should be enforced or not by Payroll Batch Loader.

There is note: ER: Role Security On Payroll Batch Loader Templates (<Note 2485572.1>)

Which states "Our current understanding is that Role Based access can only by achieved while using a Legislative Data Group Security Profile on the Data Role." So this note implies that LDG security profiles can be used.
