Goal
1. We have 4 Requisition BU, A/B/C/D.
2. When a user creates a Requisition from 3 of the Req BUs (A, B or C), the user should not be able to update the Charge Account on a Req / PO. It should default from the TAB rules, and they shouldn't be able to change the account string.
3. When a user creates a Requisition from the Req BU (D), the Charge Account should default from the TAB rules, but the user should be able to update the Charge Account value.
How can we do this? At present, all users can change the charge account string.
