Approval Workflow Skipped Approval Level (Doc ID 2522572.1)

In one of the Document Type workflow an approval level has been skipped by application as same approver appeared twice as per the AOR.

Business wants the workflow to go twice to the intended approver.

Suggest if we can resolve this issue, though I am aware if the same approver comes twice in the workflow system will accept one.
