Clarifications On ACA Reporting

We have few clarifications regarding ACA Report
1. Currently "ACA Full Time" is not set to Yes for all eligible Employees. If we set the flag now, will this report correct Information for Year 2018? Do we need to update flag as any specific date?
2. How do we transmit the file to IRS. Currently we are getting data only in XML format. Can we transmit the file to IRS from cloud?
