Louisville KY - Local Tax Issue

For a business in Louisville, KY. a first employee started and the employee's taxes are not calculating correctly.

STEPS
-----------------------
The issue can be reproduced with the following steps:

The employee should have 2.2% local tax for Louisville, KY Metro Resident Tax. The employee is not working from home.
The business added Jefferson County Tax Card because the employee didn’t have it, and added the Louisville-Jefferson City tax card for the employee.

When running a quick pay and the employee should have 2.2% withheld for Residence tax for Louisville KY, the application is over withholding and it is withholding Jefferson Township City tax which is incorrect.
