Symptoms

There is no "Dismiss" button for Requisition Approved FYI Notifications for all users.

Steps to Reproduce:
1. Req is approved.
2. FYI Notification is sent.
3. Cannot be dismissed, no buttons.

Due to this issue, users cannot dismiss Req Approved FYI Notifications and have built up notifications.
