Email Notifications Not Working - Object Workflows (Doc ID 2527087.1)

Symptoms

On : 11.13.18.10.0 version, Activity Management

ACTUAL BEHAVIOR
---------------
The customer has reported an issue where the object workflow email notifications
have stopped working for the customer. This is reported on 7 FEB 2019.

In order to confirm the logic, we create a very simple Activity Update event
workflow with a script "return true"

We added an email notification step to the WF and send the email to hardcoded
2 email addresses

Both of us did not receive the email when the activity was updated.

We are seeing errors in SOA instances

EXPECTED BEHAVIOR

Both of us should get the email

STEPS
-----------------------
a. Create an Obj WF on Activity
b. Add an email notification to the WF.
c. Update any activity
d. No email is received.
