Not able to delay the automatic triggering of checklist

Configured onboarding checklist and steps and user using the delay trigger but the system is still not following the delay and triggering the primary checklist along with welcome notification.

EXPECTED BEHAVIOR
-----------------------
Primary checklist should not trigger along with welcome notification.
