Symptoms

 When attempting to create a pick slip for transfer order, the following error occurs.

-- Error
Your request to create a pick wave failed. try again later using the action Add to Release Schedule

Additionally, when performing the pick release from the shipment line, the ESS process would end in the following error:

An error occurred with the procedure WSH_PR_CRITERIA.INIT_RULES
An error occured with the procedure WSH_PICK_LIST.RELEASE_BATCH

Customer expects to be able to successfully create a pick slip from a pick wave.

-- Steps
The issue can be reproduced at will with the following steps.
1. Inventory Management
2. Picks
3. Create Pick Wave
4. Provide the Transfer Order Number
5. Select Release Now
6. Error Occurs
