Content sections are automatically getting added in the Skills and Qualification page (Doc ID 2529130.1)

In the Action drop down only Print option is coming in Skills and Qualification page

As an Employee, when I am going to Skills and Qualification page only print option is coming in the Action drop down. Screenshot attached.

Please could you confirm if there should other options like content section names must appear in the drop down.

As per my understanding, employees/line manager must be able to add the desired content sections from the Action drop down. But here, when I am creating a content section in the person profile, the content sections are automatically getting added in the Skills and Qualification page for all employees in the organization, which should not be the scenario as my understanding from previous releases.
