Symptoms

When attempting to pay a withholding invoice, the following error occurs:

The issue can be reproduced at will with the following steps.
1. Create AP invoice with withholding tax at payment.
2. Create Payment.
3. Get the above mentioned error

Due to this issue, users cannot pay the invoice.
