FedEx WSDL Is Not Working In Test Environment (Doc ID 2530211.1)

Symptoms

WSDL is not working.

Test environment is giving us an error with the WSDL. Copied the one from the integration documentation that Oracle supplied (2504117.1. Followed the steps but still error.)
