Symptoms

ACTUAL BEHAVIOR:

Time entry layout does not work based on the HCM group eligibility
The time entry component given in the time card layout definition doesn't restrict time entry based on the HCM group eligibility defined

EXPECTED BEHAVIOR:
==============
Employee time card layout definition should restrict time entry based on the HCM group eligibility defined in the time card layout component.

STEPS TO REPLICATE:
==============
The issue can be reproduced at will with the following steps:
1. Create two HCM Group with different in criteria Person Type.
2. Example one with Person Type Student and one with Person Type Temp
3. Now assign this HCM Group in time card layout components under HCM Group Eligible for two different time attributes
4. When employee search time attributes LOV in time card entry is able to see both the time entry values, he is able to other employee time entry also.
