Payment file transmission fails with following error:

oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.SecureFTPPutFunction::oracle.xdo.delivery.ssh2.SshException: Exception in reading buffered data Timeout waiting for response from server.
oracle.apps.financials.payments.shared.util.publicModel.common.util.CodePoint::java.lang.reflect.InvocationTargetException
oracle.apps.financials.payments.shared.util.publicModel.common.util.CodePoint::oracle.apps.fnd.applcore.messages.ApplcoreException: JBO-IBY:::IBY_0001: <MESSAGE><NUMBER>IBY-825220</NUMBER><TEXT>The payment system is not responding.</TEXT><CAUSE>There may be a setup error or a temporary communication issue.</CAUSE><ACTION>Verify system setup or resubmit the request later.</ACTION><DETAILS></DETAILS><INCIDENT></INCIDENT></MESSAGE>

User is able to connect to SFTP server from desktop using an FTP client utility (WinScp etc)

Also, manual sftp connection from POD FA Host is also successfull.

Failure is only when connecting from application.
