Completing The 'Goal Setting' task of Performance Document Does Not Trigger A Notification

Goal
Although the talent notification "Worker receives notification when manager completes worker's performance document" is enabled, the worker does not receive a notification when the manager completes the document.
We set up the following performance documents:
- goal setting document: one task = goal setting
And the talent notification "Worker receives notification when manager completes worker's performance document" is enabled (see screeenshots).
When a manager submits the Goal Setting Document, the notification is not triggered. Steps that were followed:
1. worker sets goals and shares the document with manager
2. manager adjusts goals and clicks on "submit"
3. now the document has the status "completed" but the worker is not notified.
When you manually complete the performance document via the manager administration tasks (see screenshot), the notification is correctly triggered, though.
