Unable To See Add View Icon In BPM Worklist

Symptoms
User's are trying to create a custom "View" in Oracle BPM Worklist.
The issue can be reproduced at will with the following steps:
1. Assigned the following roles .
a. BPM Admin Role
b. BPM Composer Admin Role
c. BPM Composer View Project role
d. BPM Workflow Customize Role
e. BPM Workflow Human Capital Management Administrator
f. BPM Workflow System Admin Role
2. Log into Fusion Application --> Bell Icon --> BPM worklist.
3. Look for an option to create a BPM View.
