Cycle Count Rest Service For CountDate Is Processed With Wrong Time And Date (Doc ID 2532867.1)

Goal

When customer posts a Cycle count transaction via rest service, they are required to send a CountDate in the format yyyy-MM-dd. When the count is received/processed and an adjustment is made, the resulting adjustment transaction has a transaction date that is 1 day in the past
Ex: They post a count at 2019-03-25, the transaction date for the adjustment would be 2019-03-24 8:00 PM.
