On : 11.13.19.01.0 version, Manage Invoices

ACTUAL BEHAVIOR
---------------
Consolidated workflow notification is not generated for similar matched holds

EXPECTED BEHAVIOR
-----------------------
If the holds are within the same group, a consolidated workflow notification should be generated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable consolidated workflow notification feature
2. Create invoice
3. Holds are applied on the invoice

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, consolidated workflow notification is not generated.
