Symptoms
On : 11.13.19.01.0 version, Manage Payments-Process Payment Files
When attempting to create a payment through REST API,
the following error occurs.
ERROR

The value for the attribute Payment Type is invalid. Provide a valid value. (AP-810667)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Payment using REST API
2. PaymentType parameter in the request for this task is "R"
3. Submit POST request on /fscmRestApi/resources/11.13.18.05/payablesPayments
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create the payment.
