Bulk Plan Performance Issues (Doc ID 2536205.1)

Bulk plan performance issues are encountered due to a large bulk plan (having more than 80 or equal to 100 orders).

The smaller ones used to get frozen - They were not processed until the large bulk plan gets completed.

Also for more than 80 and upto 100 orders, the bulk plans take longer than 1h 30 mins.

The issue can be reproduced at will with the following steps:
1. Access the application
2. Perform the planning
Performance issues are noticed.
