Symptoms

On : 11.13.19.01.0 version, Billing - Transactions

When attempting to search the transaction from Manage transaction UI,
the following error occurs.

ERROR

ORA-01843: not a valid month ORA-06512: at "FUSION.ARPT_SQL_FUNC_UTIL", line 1463

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create payment term with billing cycle
2. Try to create transaction with same payment term
3. Search transaction from manage transaction

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform applications on trx
