[OMC] Database Scan Listener Shows Down in Oracle Managemenet Cloud after Restart

Symptoms
Monitored targets are a 2-node RAC primary and 2 Node RAC DR in the environment.
Every time there is an activity in the database, scan listeners are migrated to a different node and scan listeners on node 2, for instance, are no longer monitored in OMC
It shows status as down.
Example:
LISTENER_SCAN1 migrated from node 1 to node 2 on primary, status for LISTENER_SCAN1 is showing as down in OMC but it is still up and running on Node 2:
This happens every time the oracle cluster is restarted for any maintenance activity.
