Remark Qualifier Is Not Available At Order Base Line Level (Doc ID 2538843.1)

Symptoms

Custom Remark Qualifiers added for Order Base Line are available when editing an Order Base, but these are not available when they are accessed directly from Order Base Line menu.

The issue can be reproduced at will with the following steps:
1. Create a custom Remark Qualifier from Configuration and Administration - Power Data - Qualifiers
2. Go to Order management - Purchase Order - Order Base Line - Remark section
