Symptoms

On : 11.13.19.04.0 version, Data Load

When attempting to upload Cost Allocation Account,
the following error occurs.

ERROR
-----------------------
ERROR : You can't create CostAllocationAccount for the source type EL with name WK_BonusEligibility in the legislative data group WK_LDG.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. import and load has been completed successfully for CostAllocationV3.dat
2. CostAllocationAccountV3.dat load produces error above
