User Cannot Select Province/City in Location When Creating an Expense Item (Doc ID 2542056.1)

Symptoms

When creating an expense item, a user needs to select country/province/city in expense location.
The user can only find country in the location value list despite the hierarchy existing.


Steps to Reproduce:
1. Create a new expense item.
2. Observe that you cannot select a location in the hierarchy further down than China, for example.
