Symptoms
Customer reports that they applied a 12.2.1.3 Patch Set Update (PSU) to their Java Cloud Service (JCS) instance which was created using version 12.1.3. After this "upgrade" was done, the binaries (including the WLS admin console) showed that the instance was using version 12.2.1.3, but the JCS console still showed that they had 12.1.3 installed.
