Goal

Users who are not connected to quality issues/exceptions are getting FYI notifications for quality issues post 19A upgrade.

"The exception NC998 of type NC-FAT needs your review. (WIE-4425741)"

It should send a notification to the Assigned users, but after 19A upgrade users having manufacturing and quality access all receive FYI notification.
