Error after Import into WBS dictionary due to a WBS Code with a dot.

ACTUAL BEHAVIOR:
When Importing an Excel file with a set of WBS, if the WBS_Id column contains a dot: for example 1.01, Prime will fail in the Import process due to an error:

ERROR:

TESTWBSIMPORT.""2.1"."1 is an invalid WBS ID. (PRM-003015168)

EXPECTED BEHAVIOR:
Prime should not give an error, and the Import should be successful.

STEPS:
The issue can be reproduced at will with the following steps:
1. Log in Oracle Prime Projects.
2. Open a Project and go to Schedule App, WBS.
3. Download the template with data.
4. Save this file.
5. Go to WBS back again and Import.
6. Select the file.
7. After Import, the error will show.
