Symptoms
Setup task 'Manage Mapping Sets' is not enabled to accessed by a user.
EXPECTED BEHAVIOR

'Manage Mapping Sets' will be available for users to create mapping sets
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance > Task List > Search for 'Manage Mapping Sets'
2. See the task is greyed out and is not available for the user to setup.
